I guess I am not sure what your looking for. Seems like their newsletter makes a lot of sense. I know ABATE fights to keep helmets optional on road, but you can't take one of their riding courses without a proper fitting helmet. That tells me they work for safety also. Safety should be a huge issue and sounds like they are stepping up to protecting a recreation that they enjoy. I know you probably can't even insure an off road event without proper safety in place on atv's or dirtbikes I would have to believe that would include helmets at the very least. Be it a rodeo or drags. Someone that puts these events together can probably fill us in more on what is expected from the insurance standpoint

I think their discussions are a good thing.  Promoting safety in the ATV/UTV world could be nothing but a good thing for our sport (isn't this what clubs should be promoting).  Just like stated in the letter, the non-ATV groups including the evironmentalists are always looking for ways to shut down our riding trails/areas.

I am not big on the government telling us what to do, but if parents aren't smart enough to teach their kids responsible riding including wearing a helmet and not riding with passenagers then maybe it is time for them to step in.  I don't know for sure, but I do know that I have two young boys that I started to introduce to riding last year and the one thing they already know (knew it the 1st time out) is that they don't even get on their ATV without a helmet, goggles, gloves, boots and pants on.  I don't only tell I teach by example.

Just my 2 cents I guess.  I am just tired of seeing kids and even adults hurt or killed on ATVs because they they weren't wearing helmets or other basic safety gear.  It reflects badly on our sport and hurts the families affected.
